RECOMMENDATION

Approve the Reimbursement Agreement 24-SW-MUR-1313 between the Western Riverside Council of Governments and the City of Murrieta for the Whitewood Road Improvement Project, CIP No. 8389;

 

Amend the Fiscal Year 2025/26 Capital Improvement Plan to establish appropriation for Capital Improvement Project No. 8389, as detailed in the fiscal impact statement; and

 

Authorize the Mayor to execute the Agreement.

PRIOR ACTION/VOTE

On June 4, 2025, the City Council adopted Resolution No. 24-4745, approving the Capital Improvement Plan (CIP) budget for Fiscal Year (FY) 2024/25, and the FY 2024/2025 to 2028/29 CIP, which included the Whitewood Road Improvement Project (Whitewood Widening: Hunter to Clinton Keith), CIP No. 8389 (Vote: 5-0).

DISCUSSION

The Whitewood Road Improvement Project, CIP 8389, extends from Hunter Road to Clinton Keith Road. The project plans to widen Whitewood Road to a four-lane major classification roadway, including one additional travel lane in the northbound direction, medians, bike lanes, sidewalks, streetlights, and other enhancements, per the City’s 2035 General Plan Circulation Element.

 

The City requested Transportation Uniform Mitigation Fee (TUMF) program funding from the Western Riverside Council of Governments (WRCOG) who administers the program. A total of $2,500,000, of TUMF funding was requested to support the completion of the project engineering and construction. The approval of the TUMF agreement will secure the funding to be appropriated into CIP No. 8380.

 

 

FISCAL IMPACT

Approval of the Reimbursement Agreement secures TUMF funding in the amount of $2,500,000. The FY 2025/26 Capital Improvement Plan Budget shall be amended to establish an appropriation of $2,500,000, to the Whitewood Road Improvement Project, CIP 8389.
