Accept the improvements for the Clinton Keith Road and Date Street Pavement Rehabilitation project, CIP No. 8043, as complete; and
Direct the City Clerk to record a Notice of Completion; and release bonds in accordance with State law and City ordinances.

PRIOR ACTION/VOTE
On March 19, 2024, the City Council awarded a construction contract for the Clinton Keith Road and Date Street Pavement Rehabilitation Project, Capital Improvement Project (CIP) No. 8043 to ONYX Paving Company, Inc. in the amount of $1,832,612.50 (Vote 5-0).
On August 13, 2023, City Council approved Resolution No. 23-4699, approving the Fiscal Year 2023/24 to Fiscal Year 2027/28 CIP Budget, which included the Clinton Keith Road and Date Street Pavement Rehabilitation Project, CIP No. 8043 (Vote 5-0).

BACKGROUND
Construction of the Clinton Keith Road and Date Street Pavement Rehabilitation project began on April 1, 2024, and was completed on June 3, 2024. The project consisted of rehabilitating the pavement on Clinton Keith Road from the most westerly City/County border line to Rancho Mirlo Road, and Date Street from Margarita Road up to 700 feet to the north-east. Rehabilitation on Clinton Keith Road included asphalt removal and replacement in designated areas and full-width roadway overlay with hot mix asphalt (HMA). Other activities included asphalt concrete (AC) dike improvements, overside drain replacement, miscellaneous concrete work, signing and striping, and loop detector replacement. Rehabilitation on Date Street included asphalt removal and replacement in designated areas, corrections to deficiencies within the roadway, half-width roadway pavement overlay with HMA, signing and striping, and loop detector replacement. CIP No. 8043 is funded by the Road Repair and Accountability Act of 2017 (SB1), Measure A, Gas Tax, and Rancho California Water District (RCWD) Reimbursement funds.
Final payment has been made to the contractor, and the project was successfully completed, just under the original contract value.
City forces have inspected the improvements and found them to be satisfactory. Staff recommends formal acceptance of the project as complete by the City Council.
FISCAL IMPACT
The total construction cost of $1,783,276.92 was provided from SB1, Measure A, and RCWD Reimbursement funds in CIP No. 8043.
