BACKGROUND
As a general law city, the City of Murrieta (City) operates under various laws, local government best practices, policies, and procedures, all of which are fulfilled through elected officials (City Council Policy) and City staff (Administrative Policy).
City Council Policy and Administrative Policy serve different functions. City Council Policy refers to decisions and directions made by elected officials, such as budget and Capital Improvement Plan adoption, adopting measures necessary for the protection of the community's health, safety, welfare and property, authorization of contracts, enacting legislation, establishing policy regarding operations of the City, and representation of the City at all levels of government. With that, Administrative Policy is developed by City staff via the City Manager. Administrative policies tend to be more operational, dealing with the day-to-day running of City services.
In October 2024, the City Council had discussions on portions of City Council Rules of Procedures (a City Council Policy), which resulted in updating §2.8, City Council Member Requests to Add Items to Future Agendas; §3.1, Presiding Officer; and §7.2, Reconsideration. The February 10, 2025, Workshop will allow consideration of additional items related to the Rules of Procedures. In addition, the City Manager will seek some Administrative Policy guidance as it relates to City Council and Commission, Committee and Board agenda procedures.
