Approve the Annual Renewal with Tyler Technologies for the EnerGov Land Management System Software for the period January 1, 2025, to December 31, 2025; and

Adopt Resolution No. 24-4789, entitled:
A Resolution of the City Council of the City of Murrieta, California, Authorizing the Expenditure of Funds Related to Annual Renewal Costs of the Agreement for Land Management System Software with Tyler Technologies, Inc.

PRIOR ACTION/VOTE

On November 5, 2019, the City Council approved Resolution No. 19-4173, which authorized entering into an agreement (Agreement) with Tyler Technologies, Inc. for the purchase of the land management system software generally referred to as Energov (Vote: 5-0).

 

On April 20, 2021, the City Council approved Resolution No. 21-4384, authorizing the expenditure of funds related to the annual renewal costs of the agreement for the land management system software generally referred to as EnerGov (Vote: 5-0).

 

On October 18, 2022, the City Council authorized a first amendment for additional licensing and changes to the City’s software configuration (Vote: 5-0).

 

On September 5, 2023, the City Council authorized a second amendment for data conversion services (Vote: 5-0).

 

On July 2, 2024, the City Council authorized a third amendment for additional software licenses and enhanced customer support services (Vote 5-0).


CITY COUNCIL GOAL

Maintain a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency.

 

BACKGROUND

Staff in the Building, Planning, and Engineering Divisions, as well as Murrieta Fire & Rescue, have been using EnerGov for approximately 20 months. EnerGov is a Land Management System Software (LMSS) that, among other capabilities, is used for online permitting. Implementation of the Code Enforcement module is currently underway. The LMSS allows all departments to review the overall history and status of the various building permits and development applications applicants file with the City.

 

On November 5, 2019, the City Council approved the agreement with Tyler Technologies, Inc. for the purchase of the EnerGov LMSS following a formal Request for Proposals (RFP). The agreement has been renewed annually, and since implementation, additional features have been added, and work has been done to improve the system, resulting in three previous amendments to the initial agreement. The next renewal is scheduled to start on January 1, 2025, with costs set forth in the Proforma Renewal (Attachment 1).

 

Based on the need for the City to continue its efforts in permitting and licensing, staff recommends renewing the current agreement with Tyler Technologies, Inc. for another year, from January 1, 2025, to December 31, 2025. Staff has prepared a Resolution (Attachment 2) authorizing the expenditure of funds related to the annual contract renewal costs. The annual contract renewal costs have exceeded the previously authorized amount established in 2021 by City Council Resolution No. 21-4384.

 

FISCAL IMPACT

The total cost related to this agreement is $199,227.97 for one year. Sufficient funding is available in General Ledger account code 7268350-62160 within the Information Technology Division’s Fiscal Year 2024/25 Operating Budget.
