CITY COUNCIL GOAL

Provide a high level of innovative public safety.

BACKGROUND

California signed into law Senate Bill 1205 (SB1205) in 2018. SB 1205 amended the California Health and Safety Code (HSC) as of January 1, 2019, to add Section 13146.4. This new provision requires fire departments, who are mandated to perform annual inspections pursuant to Sections 13146.2 and 13146.3 of the HSC, to report their compliance annually to its administrating authority, in this case, the City Council. HSC sections 13146.2 and 13146.3 mandate fire departments conduct annual inspections of all public and private schools, hotels, motels, lodging houses, and apartment houses. Pursuant to the new HSC section 13146.4, Murrieta Fire & Rescue is submitting this report to demonstrate the fire department’s compliance with this section.

Murrieta Fire & Rescue’s (MF&R) Community Risk Reduction Division has achieved 100% compliance in inspecting the state-mandated occupancies in Murrieta. Currently, there are 35 legitimate schools (E- Occupancies), 6 Hotels with 707 rooms (R-1 Occupancies), and 35 Multi-family Dwellings with 5,043 apartment units (R-2 Occupancies). As of May 2024, we have an additional 2,752 apartment units under construction and expect two or three new hotels to commence construction within the next year. MF&R fire inspectors completed all known CA State-mandated inspections. It is worth noting that the properties included in these categories are generally very large, and it takes a considerable amount of time to complete a full fire inspection on these properties. The Murrieta Fire & Rescue Community Risk Reduction Division is prepared to ensure SB1205 inspections remain at 100% compliance, even with the substantial growth of R-1 and R-2 occupancies coming into the City.
