Authorize the City Manager to accept the Fiscal Year 2023 (FY23) Emergency Management Performance Grant Program Award;
Authorize the City Manager to amend the Fiscal Year 2023/24 Operating Budget to allocate and appropriate the grant funds for $24,680; and
Authorize the City Manager to carry over any unused budget related to this grant from Fiscal Year 2023/24 to Fiscal Year 2024/25.

PRIOR ACTION/VOTE
On June 6, 2023, the City Council adopted Resolution No. 23-4671, approving the Operating Budget for Fiscal Years 2023/24 and 2024/25 (Vote: 4-0-1).

BACKGROUND
Murrieta Fire & Rescue (MFR) submitted a sub-grantee application for the FY 2023 Emergency Management Performance Grant Program Award (EMPG) to continue working with the California Office of Emergency Services. This is a Federal Grant from the Department of Homeland Security, Federal Emergency Management Agency (FEMA) pass-through California Office of Emergency Services (CalOES) and County of Riverside Emergency Management Department (EMPG). The grant funds, in part, provide training support for emergency personnel and disaster preparedness at state and local levels. The County of Riverside Office of Emergency Services received its annual EMPG award from Cal OES. It is authorized to allocate awards to the approved sub-grantee applicants. On April 18, 2024, MFR received the EMPG award letter (Attachment 1) via email from the granting agency for $24,680.
The grant performance period for the EMPG starts on April 9, 2024, and ends on May 31, 2025. The grant provides supplies, equipment, and training on disaster preparedness for medical operations, disaster response, and team organization. The award funds for the FY23 EMPG will be allocated to support emergency disaster preparedness personnel or consultant costs and educational materials on emergency and disaster preparedness for ongoing community awareness.
This grant requires a dollar-for-dollar match. The Fire Department’s budget provides funding to cover the required match.
FISCAL IMPACT
A new budget appropriation is needed to establish the revenue and expenditure budgets for the grant's acceptance in the Fiscal Year 2023/24 Operating Budget. This action establishes a revenue budget of $24,680 in Homeland Security Grant Fund 377 titled Intergovernmental Revenues-Federal (42222) and an appropriation of $24,680 in object code 53900 for personnel costs.
