PRIOR ACTION/VOTE

On November 18, 2025, the City Council adopted Resolution No. 25-4894, accepting the OTS grant and amending the Fiscal Year 2025/26 Operating Budget to appropriate grant funds (Vote 5-0).

STRATEGIC ALIGNMENT

Provide a high level of innovative public safety.

DISCUSSION

On October 8, 2025, Murrieta Fire & Rescue (MFR) was notified of a $120,000 traffic safety grant award from the State of California Office of Traffic Safety, funded by the Department of Transportation.

The grant funds will be used to replace MFR’s current auto-extrication equipment, which is outdated due to modern vehicle construction and safety systems. The upgraded equipment will reduce rescue times and improve safety for both firefighters and the public during vehicle extrications.

Staff propose purchasing the equipment under a cooperative purchasing agreement with L.N. Curtis, ensuring compliance with City procurement policies and competitive pricing.

In accordance with the City’s Municipal Code, only the City Council can authorize purchases in excess of $100,000 and shall have the authority to join with other public and quasi-public agencies in cooperative purchasing plans or programs in accordance with the Municipal Code Section 3.08.295 Cooperative Purchasing.

Sourcewell is a State of Minnesota local government unit and service cooperative created under the laws of the State of Minnesota (Minnesota Statutes Section 123A.21) that offers cooperative procurement solutions to government entities. Participation is open to eligible federal, state/provincial, and municipal governmental entities; higher education institutions; K-12 education institutions; nonprofit organizations; tribal governments; and other public entities located in the United States and Canada. Sourcewell issued a public solicitation for Firefighting Equipment and Rescue Tools with Related Supplies and Accessories, for which L.N.Curtis was awarded a contract.

FISCAL IMPACT

The total fiscal impact associated with the purchase of the extrication equipment is $119,088.25. A budget in the amount of $120,000 in grant funds from the State of California Office of Traffic Safety is available in the FY 2025/26 Operating Budget account 3550030-60880. The OTS grant requires no local match funds or cost share. The grant is reimbursable; eligible expenses must be incurred prior to requesting reimbursement.
