Award a construction contract for traffic signal installation at the intersection of Washington Avenue and Weeping Willow Lane Capital Improvement Plan No. 8438 to the lowest responsible bidder, DBX, Inc., in the amount of $583,304.00, plus 15% contingency;
Authorize and direct the Mayor to execute the contract on behalf of the City; and
Authorize the City Engineer to approve Contract Change Orders not to exceed 15% of the contract amount.

PRIOR ACTION/VOTE
On August 15, 2023, the City Council conducted a public hearing and adopted Joint Resolution No. 23-4699, approving the Fiscal Year 2023/24 to Fiscal Year 2027/28 Capital Improvement Plan budget, which included the Priority Traffic Signal Project, CIP No. 8438 (Vote:5-0)
CITY COUNCIL GOAL
Plan, program and create infrastructure development.
BACKGROUND
Washington Avenue is classified on the City of Murrieta’s (City) Circulation Element as a four-lane secondary roadway. Weeping Willow Lane is a residential street, and the Centerpoint Church driveway is a private driveway that intersects with Washington Avenue. The intersection is currently stop-controlled at the Weeping Willow Lane, and Centerpoint Church driveway approaches to the intersection. Warrants were performed for the intersection following the California Manual on Uniform Traffic Control Devices (MUTCD) procedures for the installation of a traffic signal, and it meets the eight-hour, four-hour, and peak-hour warrants. This project will install a traffic signal at the intersection with protected left-turn movements for the Washington Avenue approaching the intersection; upgrade the pedestrian ramps to meet current Americans with Disabilities Act (ADA) requirements; install interconnectivity, such that City staff will be able to control and monitor the traffic signal from City Hall’s Traffic Management Center; refresh the pavement and bike lane striping along Washington Avenue; install a new bike lane for the northbound Washington Avenue approach to the intersection; and install detection for bicyclists at all approaches to the intersection.
The City advertised the project on August 29, 2023, and received a total of seven construction bids on September 28, 2023. The basis for determining the low bidder was defined in the Project specifications as the sum of the Total Base Bid plus the Additive Bid Items. The bid results are as follows:

The Department of Public Works/Engineering has reviewed the bids and determined that the item prices are consistent with today’s construction market and recommends that the contract be awarded to the lowest responsible bidder, DBX, Inc., in the amount of $583,304, plus a 15% contingency of $87,495, for a total of $670,799. No bid protests were received for this project.
FISCAL IMPACT
Funding is available in the Capital Improvement Plan Budget No. 8438.
