PRIOR ACTION/VOTE
On August 21, 2018, the City Council approved Resolution No. 18-3970, approving a Purchase Order with SB&O Inc. in the amount of $100,340, for engineering design services associated with the Street Improvement Plans for Murrieta Plaza, CIP No. 13027 (Vote 5-0).
On June 4, 2024, the City Council approved Resolution No. 24-4745, approving the Capital Improvement Plan Budget for Fiscal Year 2024/25, and the Fiscal Year 2024/25 to 2028/29 Capital Improvement Plan, which included the Street Improvement Plans for Murrieta Plaza, CIP No. 13027 (Vote 5-0).
CITY COUNCIL GOAL
Plan, program and create infrastructure development.
BACKGROUND
The Murrieta Hot Springs Road at Alta Murrieta Drive Intersection project, CIP No. 13027, consists of constructing a 14-foot dedicated right-turn lane from eastbound Murrieta Hot Springs Road into the Murrieta Plaza entrance at Alta Murrieta Drive. The purpose of this improvement is to alleviate traffic congestion in the eastbound through lanes caused by motorists stacking up in the number three (3) through-lane planning to turn right and enter the Murrieta Plaza.
The physical improvements are to begin just east of Caltrans’ right-of-way and the I-215 off-ramp. The total length of the turn pocket will be approximately 340 feet, with a transition to occur on the west end, and a new curb return on the east end. Due to the widening of the roadway, a traffic signal modification will be required on the southwest curb return of Murrieta Hot Springs Road and the entrance into the Murrieta Plaza, as well as the relocation of Eastern Municipal Water District’s (EMWD) underground pressure-reducing station. In addition, the existing asphalt concrete pavement on Murrieta Hot Springs Road from the I-215 on/off ramps to Alta Murrieta Drive will be cold milled and replaced with new asphalt and striping, and a two (2) foot-raised center median will be constructed to prevent left turn movements to and from the development to the north for traffic safety purposes.
Project Bidding and Determination
The City advertised the project on January 13, 2025, and received a total of four (4) construction bids on February 5, 2025. The basis of the bid for determining the low bidder was defined in the specifications as the sum of the total base bid items and the additive bid items. The bid results are as follows:

Additive Bid Items 83, 84, and 85 are included in the bid to address the adjustments and relocations of Eastern Municipal Water District facilities that are its responsibility. There is a separate agenda report to approve a reimbursement agreement with EMWD for these bid items on the April 15, 2025 City Council meeting agenda. Award of this item is contingent upon approval of the EMWD reimbursement agreement in the amount of $45,150.
The Public Works Engineering Department has reviewed the bids and determined that the item prices are consistent with today’s construction market and recommends that the contract be awarded to the lowest responsible bidder, LC Paving & Sealing, Inc., in the amount of $2,035,951,for the Total Base Bid and Additive Bid Items, plus a 15% percent contingency of $305,392.65, for a total of $2,341,343.65.
FISCAL IMPACT
Staff recommends that the City Council approve an appropriation of $1,925,000, into CIP 13027 using Unassigned Fund Balance from the Measure A fund.
With this appropriation, sufficient funds for the award of $2,035,951, plus an additional 15% contingency amount of $305,392.65, for a total of $2,341,343.65, will be available in CIP 13027.
