ABSTRACT

Library staff have determined that modifications and additional items are necessary for the original Furniture, Fixtures, and Equipment (FF&E) order with J.K. Miklin, Inc., dba Yamada Enterprises, for the Murrieta Children’s Library Expansion Project.

Approve an Amendment to the Agreement with J.K. Miklin, Inc., dba Yamada Enterprises, for the purchase and installation of additional commodities for the Murrieta Children’s Library Expansion Project in an amount not-to-exceed $29,465.31; and


Approve a project contingency amount of $84,388, based on the entire Yamada Enterprises budget, to cover unforeseen issues and bonding costs; and


Authorize the City Manager, and/or their designee, to execute all necessary documents to facilitate the purchase in a form approved by the City Attorney.

PRIOR ACTION/VOTE

On August 19, 2025, the City Council approved and authorized the amendment of  the Fiscal Year 2025/26 Operating and Capital Improvement Plan budgets to provide an additional budget appropriation for Capital Improvement Project No. 21027; approved and authorized the appropriation of $3,500,000, from the Measure T Sustainability Reserve Account; approved and authorized the adoption of Resolution No. 25-4884 entitled: A Resolution of the City Council of the City of Murrieta, California, an Interfund Loan up to $3,500,000, from the Measure T Fund to the Library Development Impact Fee Fund to Partially Fund the Children’s Library Expansion Project (CIP 21027); a Second Amendment and Change Order to Purchase Order P03681, SVA Architects, Inc., in the amount of $55,603, for architectural design services and out-of-scope work; approved and authorized the award of the construction contract for the Murrieta Children's Library Expansion, Capital Improvement Project No. 21027, to the lowest responsible bidder, R.C. Construction, in the amount of $5,188,600, plus a 15% contingency; and approved and authorized the Mayor to execute the agreements (Vote: 5-0).

 

On November 18, 2025, the City Council approved a Public Works Contract for the Murrieta Children’s Library Expansion Project between the City of Murrieta and J.K. Miklin, Inc. dba Yamada Enterprises, in an amount not-to-exceed $506,146.05 (Vote: 4-0).


On November 18, 2025, the City Council authorized the City Manager and/or designee to execute all necessary documents to facilitate the purchase and installation of the furniture, fixtures, and equipment (Vote: 4-0).

STRATEGIC ALIGNMENT

The City Council’s goal of coordinatingand delivering responsive, effective community services is associated with this Tier 1 project.

 

DISCUSSION

As part of the Library’s Children’s Area Expansion project, specialized furniture, fixtures, and equipment (FF&E) are required to support early literacy, programming, and safe, durable seating and workspaces. Staff previously identified suitable FF&E items through the California Multiple Award Schedules (CMAS), a recognized cooperative purchasing program, and a contract with Yamada Enterprises was approved by City Council on November 18, 2025.

Staff later identified modifications that were needed, including a change in the Reference Desk and the number of staff workstation task chairs, overhead cabinets, and mobile box files, as well as the addition of shelving in the Tween Area and a decorative canopy tree.

The attached quotes provide detailed information on the furniture modifications and additions. The pricing also includes shipping and installation.

The original project budget approved for Yamada Enterprises in November 2025 did not include a 15% contingency for unforeseen issues. At this time, staff recommends approving a contingency of $84,388.65, which is 15% of the original budget ($506,146.05) plus the additional amount requested as part of this report ($29,465.30). This total amount is consistent with what was planned in the overall budget for the Library Expansion construction project.

PUBLIC NOTICING

The agenda item has been noticed according to the Brown Act (72 hours in advance of

the meeting at which the City Council considers the item).

 

CEQA AND REGULATORY OVERVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.

 

FISCAL IMPACT

If the amendment to this agreement is approved, the total contract amount will increase by $29,465.31, for a revised total of $535,611.36. The value of a 15% contingency for the entire Yamada Enterprises project budget is $84,388.65.

 

Sufficient funding is budgeted as part of the Library Expansion construction budget and available in CIP Project 21027. Staff recommend that the City Council authorize an amendment to the Fiscal Year 2025/26 Capital Improvement Plan to move budget from GL/JL 1117500-70000 21027111-500 to JL 21027111-200 in the amount of $29,465.31.
