I-215 Interchange, CIP 8449, with Southstar Engineering & Consulting, Inc, in the amount
not to exceed  $468,582.40; and

 

Authorize the Mayor to execute the agreement.

BACKGROUND

The Keller Road/I-215 Interchange Project (Project) proposes to construct a new interchange one mile south of the existing Scott Road interchange on Interstate 215 (I-215). The Project was initiated in August 2010 and the construction cost was estimated at $12,000,000. The scope assumed that the I-215 bridge structure over Keller Road would not require any widening as Riverside County Transportation Commission (RCTC) had plans to widen the I-215 bridge structure to accommodate the widening of the I-215 to three lanes in each direction.


The project is currently in the Project Approval and Environmental Documentation (PA/ED) Phase. The Plans, Specifications and Estimate Phase of design is progressing concurrently with PA/ED and both efforts are being reviewed by Caltrans.


In July 2020, Caltrans affirmed that project compliance with the California Environmental Quality Act (CEQA) would require the inclusion of an Environmental Impact Report (EIR) as the appropriate level of documentation for CEQA compliance. Previously, an Initial Study document was being utilized for CEQA compliance. Caltrans determined that an EIR was needed to review project impacts related to Greenhouse Gas emissions on climate change, recently adopted requirements for  Vehicle Miles Traveled  and the noise impacts of a capacity increasing project.


SouthStar Engineering & Consulting, Inc, has extensive experience processing Caltrans projects. Jason Bennecke, Project Manager, has previously worked for Caltrans and successfully provided construction management services to the City of Murrieta (City) on the I-15/Los Alamos Road Overpass project in 2105/16. SouthStar Engineering & Consulting, Inc, is also currently working on the Holland Road Overpass in Menifee, has recently completed project management work on the I-15/ Cajalco Road Interchange in Corona, the I-15/Railroad Canyon Interchange in Lake Elsinore and the SR-60/Nason Road Interchange in Moreno Valley.


SouthStar Engineering & Consulting, Inc., also has professional working relationships with several of the key members of the Murrieta/Caltrans Keller Interchange project team, including the Acting Deputy District Director, Caltrans District 8 Design Project Manager, and the  Branch Chief, of the Environmental Studies Division.


The agreement (Attachment 1) contains a two-year term through June 30, 2025 and a billable hourly rate of $256/hour; the total amount assumes working two eight-hour days a week for 52 weeks per year. The billable hourly rate for the two years totals $425,984. The agreement includes a 10% ($42,598.40) contingency bringing the total amount to $468,582.40. The consultant’s proposed billable rate adheres to the Federal Acquisition Regulations required by Caltrans when utilizing federal and state funds. The work will be monitored by the Director of Public Works throughout the course of the two-year term and the amount of billable work approved and paid accordingly.

 

FISCAL IMPACT

CIP 8449 has sufficient funds for this work effort.
