body
PRIOR ACTION/VOTE
On June 4, 2024, City Council approved Resolution No. 24-4745, approving the Capital Improvement Plan Budget for Fiscal Year 2024/25, and the Fiscal Years 2024/25 to 2028/29 Capital Improvement Plan, which included the Murrieta Hot Springs Road and Alta Murrieta Drive Intersection project, CIP No. 13027 (Vote 5-0).
CITY COUNCIL GOAL
Plan, program and create infrastructure development.
BACKGROUND
The Murrieta Hot Springs Road at Alta Murrieta Drive Intersection project, CIP No. 13027, consists of constructing a 14-foot dedicated right-turn lane from eastbound Murrieta Hot Springs Road into the Murrieta Plaza entrance at Alta Murrieta Drive. The purpose of this improvement is to alleviate traffic congestion in the eastbound through lanes caused by motorists stacking up in the number three (3) through-lane planning to turn right and enter the Murrieta Plaza. The physical improvements are to begin just east of Caltrans’ right-of-way and the I-215 off-ramp.
As part of the planned improvements, it will be necessary to relocate or adjust Eastern Municipal Water District (EMWD) facilities to accommodate the new turn pocket. The facilities include an underground pressure-reducing station, a water meter, a water backflow device, and a sewer manhole. The pressure-reducing station is located on private property within an EMWD easement and will be the City’s financial obligation to relocate. The remaining EMWD facilities are located within City right-of-way and will be EMWD’s financial responsibility. EMWD is seeking to have the relocation of its facilities completed by the City’s contractor. Staff recommends combining the EMWD relocations with the City’s construction activities to minimize the impacts on the traveling public.
The reimbursement agreement addresses the City’s requirement to relocate the pressure-reducing station at the City’s expense as well as EMWD’s reimbursement to the City for the remaining facilities to be relocated. The amount is summarized as follows:
|
EMWD Responsibility |
|
Manhole, Water Meter, Backflow Relocation |
$45,150 |
|
City Responsibility |
|
Pressure Reducing Station Relocation |
$120,660 |
Staff recommends that CIP 13027 be amended to include an appropriation of $45,150. The City will invoice EMWD for reimbursement of the funds at the conclusion of the project. The City’s responsible portion of the reimbursement agreement will be handled by the City’s direct payment to the contractor.
FISCAL IMPACT
Staff recommends that City Council amend the Fiscal Year 2024/25 CIP Budget to establish an appropriation of $45,150 into CIP No. 13027 for reimbursement funds and establish a reimbursement account to process reimbursement payments from EMWD in the amount of $45,150 through CIP Account No. 3197500/13027319-500.
The City is responsible for an estimated amount of $120,660. Sufficient funding is available in CIP 13027.
