PRIOR ACTION/VOTE

On June 1, 2021, the City Council of the City of Murrieta adopted Resolution No. 21-4402, authorizing the City to enter into an agreement with Image Trend for Fire incident records management software access. (Vote: 5-0).

BACKGROUND

This agreement is for additional services related to the existing agreement with Image Trend, LLC. The City of Murrieta, Murrieta Fire & Rescue (MFR) currently uses the Image Trend, LLC system software for the department’s incident records management, which replaced the outdated Fire House system in 2021. The Riverside County EMS Agency (REMSA) mandates the use of the Image Trend as the sole approved electronic patient care platform for capturing incident response and patient care data. The Image Trend platform is an extensive data system that stores emergency medical services and fire suppression incidents. The system is populated by the City’s dispatch system and regulates the call types and incident reporting, which requires close monitoring and an expert understanding of system adjustments to avoid data failure. The platform oversight is complex, and because of the growing volume of large data and system management skills, there is a need to have an Image Trend Advisement Consultant fill in the gaps for weekly troubleshooting, misdirected call types, and compliance reporting. In-house staff lack the expertise to manage the day-to-day incident reporting platform activities.


The initial term will be one (1) year with two (2) one-year options to extend with an annual 3% price escalation. The annual cost of the Image Trend advisement services is $20,800. The Image Trend advisement services will be paid from MFR’s Operating budget in account code 1113520-60480. The agreement commences March 1, 2024, ending February 28, 2025, with two (2) one-year extensions for a three-year term.

 

FISCAL IMPACT

Funding in the amount of $20,800 is available in Fiscal Year 2023/24 MFR’s Operating budget, account 1113520-60480 for system account advisement services. Funding beyond the current fiscal year will be included in future Biennial budget process.
