Approve the agreements with G/M Business Interiors in the amount of $100,848.96 and Briggs Datacom in the amount of $14,240 for the remodeling of the Traffic Bureau at the Murrieta Police Department;
Authorize City Manager or his designee to approve contract change orders and all related documents up to an additional 15% contingency, if needed for each agreement;
Authorize the City Manager to execute the agreements and related documents; and
Amend the Fiscal Year 2024/25 Operating and Capital Improvement Plan (CIP) budget.

PRIOR ACTION/VOTE
On June 4, 2024, the City Council adopted Joint Resolution No. 24-4745, approving the Fiscal Year 2024/25 Capital Improvement Plan (CIP) budget and approving the Fiscal Years 2024/25 to 2028/29 Capital Improvement Plan that included the Murrieta Police Department Traffic Bureau Remodel CIP No 21036 (Vote: 5-0).
On March 18, 2025, the City Council approved a Notice of Completion for Murrieta Police Department Exterior Painting Project CIP No 21016 and authorized the transfer of $109,725 in savings to the Traffic Bureau Remodel CIP No 21036.
On April 15, 2025, the City Council approved a Notice of Completion for Murrieta Police Department Locker Room Remodel CIP No 21041 and authorized the transfer of $33,213.23 in savings to the Traffic Bureau Remodel CIP No 21036.
CITY COUNCIL GOAL

BACKGROUND
The Murrieta Police Department building is over 22 years old. The building has not changed much over that period of time, even though the number of department employees has continued to increase as the City’s population has grown.
The Traffic Bureau houses eight (8) Motor Officers, two (2) Traffic Investigators, and a Traffic Sergeant. This area is in need of reconfiguration to accommodate more workspaces. The remodel project will provide a total of 14 workstations, replacing the existing 10 and adding four (4). These new workstations will enhance ergonomics, optimize work areas, and add storage for staff. The new workstations provide:
• Push button ergonomic height-adjustable work surfaces;
• Storage for files, supplies, and binders; and
• Areas for employees to store personal items, such as coats and bags.
The City’s purchasing policy allows for procuring goods and services through cooperative purchasing agreements per Murrieta Municipal Code Section 3.08.295, which states the City “may buy directly from a vendor at a price established by another public agency when the other public agency has made its purchase competitively.” Per that provision, staff is proposing to purchase this furniture through the competitively bid contract received by the County of Riverside in 2020 (Attachment 1) and to match that pricing. The consultant will provide design services, dismantle and recycle the existing cubicles, assemble them, and verify the operation of the new workstations. Attachment 2 is the draft agreement with G/M Business Interiors, Inc. The estimated cost of the furniture is $100,848.96 (Attachment 3) plus a fifteen percent (15%) contingency of $15,127.34 for a total of $115,976.30.
With the assistance of the City’s Information Technology (IT) Division, a quote was received from Briggs Datacom for network cabling in the Traffic Bureau. Attachment 4 is the draft non-bidding Public Works agreement with Briggs Datacom. The estimated cost of the network cabling work is $14,240 (Attachment 5), plus a 15% contingency of $2,136 for a total of $16,376.
In the FY 2024/25-2028/29 CIP Plan, the Traffic Bureau Remodel, CIP 21036, was scheduled to receive funding on July 1, 2025. However, staff has identified savings from two completed Police Department capital improvement projects, which have been transferred to CIP 21036 to cover the needed funding for the Traffic Bureau Remodel, so a new appropriation is no longer needed.
FISCAL IMPACT
Funding is available for this project, with the transfer savings of $109,725, from CIP No. 21016 and $33,213.23 savings from CIP No. 21041 to CIP No. 21036, for a total of $142,938.23 in available funding.
