PRIOR ACTION/VOTE

On April 21, 2026, the City Council accepted the improvements for the Fire Station 2 Phase 1 Emergency Showers and Restroom Renovation Project, CIP No. 21038, as complete and authorized the City Clerk to record a Notice of Completion for a total cost of $160,000 (Vote: 5-0).

On July 7, 2026, the City Council approved Resolution No. 26-4962, approving the Capital Improvement Plan Budget for Fiscal Year 2026/27, and the Fiscal Year 2026/27 to 2030/31 Capital Improvement Plan, which included the Fire Station 2 Restrooms and Showers Remodel, Phase 2, CIP No. 21038 (Vote: 4-0-1).

STRATEGIC ALIGNMENT

This item aligns with the City Council goal to plan, program and create infrastructure development. This project is also a Tier 1 City Council priority. The Fire Station 2 improvements, CIP No. 21038, is included in the Fiscal Years 2024/2025 - 2028/2029 Capital Improvement Plan adopted by the City Council.

DISCUSSION

The restrooms and showers at Murrieta Fire & Rescue Station 2 are due for renovation to address aging infrastructure and deferred maintenance that have impacted facilities currently used by station personnel. The proposed project will renovate and modernize two (2) of the restroom and shower facilities by improving ADA accessibility, reconfiguring one of the spaces into a single-user facility to accommodate future female firefighters, and to provide interim upgrades in advance of a comprehensive future remodel of the entire Fire Station.

Construction on phase 1 of the proposed project consisted of remodeling two (2) different showers and restrooms at the Fire Station under emergency conditions which was completed in February 2026. Construction on the current phase (Phase 2) aims to remodel the remaining 2 showers and restrooms in the Fire Station, bringing all showers and restrooms up to current codes and standards.

Normal operations of the Fire Station will remain unchanged, and emergency response capabilities will not be impacted.

Project Bidding and Determination

The City advertised the project on June 23, 2026, and received a total of fourteen (14) construction bids on July 21, 2026. The basis of the bid for determining the low bidder was defined in the specifications as the sum of the total Base Bid. The bid results are as follows:

CEQA AND REGULATORY OVERVIEW

Staff recommends exemption of this project from the California Environmental Quality Act (CEQA) pursuant to section 15302 (Class 2 Categorical Exemption) of the CEQA Guidelines because this project involves “replacement or reconstruction” of existing infrastructure or facilities and is on the same site serving the same purpose and capacity as the facility being replaced without expanded use.

FISCAL IMPACT

The construction contract amount to be awarded is $166,700, plus an additional 15% contingency amount of $25,005, for a total not-to-exceed amount of $191,705. The total estimated project costs for the current phase (phase 2), including associated soft costs such as design, inspection, permits, and other administrative costs for the Fire Station 2 Restrooms and Showers Remodel Project, Phase 2, are $253,705. Funding will be available in CIP No. 21038 upon approval of the requested amendments to the Operating Budget and Capital Improvement Plan Budget for the fiscal year 2026/27.

As part of the prior-year Capital Improvement Plan budget development, City Council approved $275,000 in funding for CIP No. 21038. Based on total project cost estimates, staff recommends an additional appropriation of $215,000 from the General Fund Capital Unassigned Fund Balance into CIP No. 21038, bringing the total project budget to $490,000 to fully fund the Fire Station 2 Restrooms and Showers Remodel, Phases 1 and 2, including contingency. CIP No. 21038 is funded by General Fund Capital (Fund 112).
