ABSTRACT
At the February 26, 2026, City Council Workshop, the City Council reviewed and affirmed the
City's tiered priority framework to guide organizational planning, resource allocation, and implementation of key City initiatives. Since that workshop, staff has continued advancing projects across all three (3) priority tiers. This report memorializes the prioritization established at the February 2026 Workshop, identifies projects completed since that date, and is presented for the City Council to receive and file.

PRIOR ACTION/VOTE
On February 26, 2026, the City Council held a workshop to review the City's priority projects using the established tiered prioritization framework and affirmed the prioritization of City Council priorities (Non-action item).
On February 10, 2025, the City Council held a workshop to review the City’s top priorities through a tiered system (Non-action item).
On July 31, 2024, the City Council held a workshop to establish a tiered list of the City’s projects based on factors such as priority and funding availability (Non-action item).
STRATEGIC ALIGNMENT
This item aligns with the City Council goal to maintain a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency.
DISCUSSION
On February 26, 2026, the City Council conducted a workshop to review the City's priority projects using the established three-tiered prioritization framework. During the workshop, the City Council reviewed the status of Tier 1, Tier 2, and Tier 3 projects; evaluated completed initiatives; reviewed Capital Improvement Plan (CIP) projects organized by priority; and discussed future priorities to guide organizational planning and resource allocation for Fiscal Year 2026/27.
The City's priority-setting process serves as a strategic planning tool that aligns staff resources with City Council goals while providing transparency regarding the City's most significant initiatives. The tiered framework continues to guide implementation as follows:
• Tier 1 - Projects that are fully programmed with established strategies, work plans, and dedicated resources.
• Tier 2 - Projects that are partially programmed and require additional planning, resource allocation, or funding before implementation.
• Tier 3 - Projects identified by the City Council as important but requiring further planning, prioritization, or resource commitments before programming.
Since the February 26 workshop, staff has continued implementing City Council priorities across all three (3) tiers while balancing available staffing, funding, and operational responsibilities. Progress has continued on major capital projects, strategic initiatives, organizational improvements, and community-focused programs identified through the City's priority-setting process.
Attachment 1, entitled “City Council Priorities Tiers 1, 2, and 3 Organized by City Council Goals,” reflects the project prioritization established by the City Council at the Workshop on February 26, 2026, and identifies projects completed since February 2026. Attachment 2, entitled “Capital Improvement Plan Priority Projects,” reflects the capital project prioritization as of the June 23, 2026, CIP Budget Workshop. Attachment 2 also organizes the capital projects by department. Work on the projects shaded in green is actively underway.
This report is intended to keep the City Council and the public informed regarding implementation of the City's priorities. Staff will continue to provide periodic updates as projects advance and will return to the City Council during future priority-setting workshops to review completed initiatives, evaluate organizational capacity, and consider adjustments to the City's priority framework as appropriate.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
FISCAL IMPACT
There is no direct fiscal impact associated with receiving and filing this report. Fiscal impacts related to individual City Council priority projects will continue to be presented to the City Council through the annual budget process, Capital Improvement Plan, and/or separate City Council actions, as applicable.
