Authorize a 10% construction management service contingency of $61,708.30.

PRIOR ACTION/VOTE
On June 20, 2023, the City Council approved an on-call consulting services agreement with TKE Engineering, Inc. for Construction Management Services, and authorized the City Manager to execute purchase orders from various CIP accounts, operating budgets, developer deposits, and development fees not-to-exceed the City Manager’s signing authority per purchase order for the purpose of providing funds for the services provided by the Consultant (Vote 4-0-1).
On June 4, 2024, the City Council approved Resolution No. 24-4745, approving the Capital Improvement Plan Budget for Fiscal Year 2024/25, and the Fiscal Year 2024/25 to 2028/29 Capital Improvement Plan, which included the Murrieta Hot Springs Road Widening Project, CIP No. 8079 (Vote 5-0).
CITY COUNCIL GOAL
Plan, program and create infrastructure development.
BACKGROUND
The Street Improvement Plans for the Murrieta Hot Springs Road Widening Project, CIP No. 8079, will result in numerous improvements to Murrieta Hot Springs Road between Margarita Road and Winchester Road. The purpose of this project is to widen Murrieta Hot Springs Road to its ultimate six-lane configuration and increase traffic flow and pedestrian and bicyclist safety along this corridor. The roadway will be widened from a four-lane roadway to a six-lane roadway between Via Princesa (East) and Del Haven Street, while the overall improvements occur between Margarita Road and Winchester Road. Improvements include the installation of asphalt concrete pavement, concrete curb and gutter, concrete sidewalk, landscaped medians, street lighting, signing and striping, bike lanes, retaining walls, and a traffic signal at the intersection of Murrieta Hot Springs Road and Calle Del Lago. The widening will also require the realignment of Via Frontera Road within the Ridgegate Community as well as the relocation of various existing utilities, including electric, gas, water, sewer, and communications.
Construction management and inspection services are necessary for this project. Current City staffing does not have adequate capacity due to the extensive night work needed to complete the work. A request for proposal (RFP) was distributed on November 14, 2024 to several of the City’s on-call consultants who have been pre-qualified to perform these services. Two of the three firms specializing in construction management and inspection services submitted proposals, which were reviewed by a panel consisting of City staff utilizing the following criteria:
1. Project understanding/approach
2. Experience with similar kinds of work
3. Familiarity with City and Caltrans procedures
4. Team qualifications
5. Availability and suitability of personnel
6. References/demonstrated ability
TKE Engineering, Inc. (TKE) was selected as the most qualified consultant and is a full service, multi-disciplinary consulting corporation specializing in construction management and inspection services for various types of transportation projects including major freeway/bridge construction, interchanges, grade separations, soldier pile walls, traffic signals, street widening, and various street improvements. The TKE team members have more than 20 years of experience and have completed more than 100 miles of major local transportation/public works roadway projects in the Inland Empire and surrounding areas. City staff performed reference checks with the City of Wildomar and other cities in the region and determined each municipality was pleased with the performance of its work.
TKE proposes to provide a resident engineer, an assistant resident engineer, several inspectors, and other engineering staff members to provide construction management and inspection services to ensure the project is constructed in conformance with the project bid specifications. The scope of services anticipates pre-construction preparation, which includes a constructability review of the bid specifications and plans, nine (9) months of construction management and inspection, and post-construction activities. City staff reviewed the rates of the TKE employees and found them to be consistent with the rates proposed in their on-call agreement and against similar services in the industry. TKE’s total proposed cost for their services is $617,083.
FISCAL IMPACT
Funding in the amount $617,083, plus a 10% contingency of $61,708.30, is available in CIP No. 8079.
