CITY COUNCIL GOAL
Plan, program and create infrastructure development.
DISCUSSION
The Murrieta Hot Springs Road Improvement Project, CIP 8079, consists of numerous improvements to Murrieta Hot Springs Road between Margarita Road and Winchester Road. The roadway will be widened from a four-lane roadway to a six-lane roadway between Via Princesa (East) and Winchester Road. Improvements include installation of asphalt concrete pavement, concrete curb and gutter, concrete sidewalk, raised landscape medians, street lighting, signage, striping, water quality devices, and a traffic signal at Calle Del Lago.
The City requested Transportation Uniform Mitigation Fee (TUMF) program funding from the Western Riverside Council of Governments (WRCOG) who administers the program. A total of $2,700,000 was approved in an Agreement between the City and WRCOG in 2023. These funds were programmed to reimburse the City for costs related to the right-of-way and construction phases of the project. WRCOG has now allocated additional TUMF funds to the Murrieta Hot Springs Road Project in the amount of $350,000. This Amendment No. 1 revises the original Agreement with WRCOG and increases the funding from $2,700,000 to $3,050,000 to allow for the construction of the project. The additional funds will be appropriated to CIP No. 8079.
FISCAL IMPACT
Approval of the Reimbursement Agreement Amendment No.1 secures an increase in TUMF funding in the amount of $350,000, to a total full Agreement amount of $3,050,000. The FY 2025/26 Capital Improvement Plan Budget shall be amended to establish an additional appropriation of $350,000 to the Murrieta Hot Springs Road Improvement Project, CIP 8079.
