Award on-call consultant services agreements to BPR Consulting, Interwest, and True North Compliance Services for building inspection, plan check, and other miscellaneous services for the Building and Safety Division;

 

Approve the agreements in not-to-exceed amounts of $650,000 combined in total per fiscal year or the available budget; and

 

Authorize the City Manager to execute the agreements.

BACKGROUND

The Development Services Department Building and Safety Division issued a Request for Proposals (RFP) for consulting services to retain qualified consultants to assist with building inspection and plan check services, Certified Access Specialist (CAS) services, miscellaneous services, such as general training, and code updates and adoption support on an on-call, as-needed basis.

 

The City of Murrieta (City) provided an average of 38,015 inspections and issued 3,144 permits for the two years covering 2022 through 2023. From time to time, consultant building services are needed to maintain adequate inspection coverage and plan checking. The current on-call service providers reviewed 145 plan checks with a total of 366 plan reviews performed, including over 600 specialized reviews such as mechanical, electrical, and plumbing systems. On-call consultants also provide over 1,500 hours of inspection and permit technician services.

 

On October 12, 2023, the City’s RFP was posted on the PlanetBids website. Proposals were due to the City on December 12, 2023. Building and Safety received 16 proposals from the following firms:

The proposals were reviewed and evaluated by the Building Official for responsiveness to the City’s RFP, as well as for consultant qualifications and the cost of services. The top five proposers (BPR Consulting, Interwest, True North Compliance Services, CSG, and TRB and Associates) were interviewed by staff. Only the top three consultants (Attachments 1-3) are recommended by staff to receive a contract. They are BPR Consulting, Interwest, and True North Compliance Services (Consultants). Contract material from each recommended consultant is attached (Attachments 4-6) for the City Council’s reference.

 

FISCAL IMPACT

Historically, staff has used building consulting firms for large plan checks where staff expertise may not be sufficient to provide an adequate review. In addition, on-call building inspection services are used when staffing availability is not sufficient to cover inspection demands. In previous fiscal years, the Building Division has expended $258,131.59 for plan checking and $149,091.27 for inspection services. These costs were recovered through plan check and permit fees as well as salary savings from vacant positions. Although the requested contracts total $650,000 for all Consultants, there is no guarantee that any one Consultant will be tasked to provide any services to the City. Funds typically become available for these contract services as plan check and permit fees and/or salary savings allow.

 

Total compensation for all services provided by Consultant(s) combined shall not exceed $650,000 per year or the available budgeted amount. General Ledger Account 1104600-60480 will be used for this expense.
