body
PRIOR ACTION/VOTE
On June 18, 2024, the City Council adopted Resolution No. 24-4747 designating posting locations in the City and rescinding prior designation resolutions (Vote: 5-0).
STRATEGIC ALIGNMENT
This item aligns with the City Council goal to maintain a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency. Designated posting locations are required under the Murrieta Municipal Code and California Government Code to comply with notice requirements and ensure public outreach.
DISCUSSION
Various laws, including Murrieta Municipal Code Section 16.76.020(B), require agencies to post certain public notices in at least three public places within the local agency's jurisdiction, depending on the document type or if specific publication requirements cannot be met. When the City Clerk Department originally brought forward Resolution No. 24-4747, formally designating the three (3) posting locations, the goal was to also procure and install digital notice boards in each district to ensure accessibility and distribution. Due to the high costs and budgetary constraints, staff did not move forward with the digital notice boards.
Since then, the City Clerk Department has continued to post physically in the three (3) designated locations in the City:
• City Hall (District 3) ;
• Murrieta Public Library (District 3); and
• Fire Station No. 2 (District 4).
In recent years, the City has grown in both land area and population, necessitating an update to the posting locations to ensure information is widely distributed. The City aims to provide accessible posting location areas in each District. Currently, due to staffing levels and the availability of City property, a location is not available in Districts 1 and 2. The following adjustments have been proposed:
• Removing Fire Station No. 2 (District 4);
• Removing Murrieta Public Library (District 3);
• Adding Cal Oaks Sports Park (District 4); and
• Adding Los Alamos Hills Sports Park (District 2).
City Hall will remain as a posting location due to its public accessibility. The proposed posting locations aim to reach West Murrieta and East Murrieta. City staff will continue to explore options to improve the accessibility of physical postings. The City Clerk Department posts notices on the City’s website and sends a notification via the website's news blast feature as part of general accessibility/outreach. The proposed Resolution formalizes the adjustments noted above.
City staff is also requesting the purchase of 2 posting boards, which will be installed by City staff at the locations approved by the City Council. The cost is approximately $2,564.14 and does not include materials and installation costs, which will be incurred by Municipal Services.
PUBLIC NOTICING
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
FISCAL IMPACT
If approved by the City Council, Finance recommends an amendment to the FY 2026/27 Operating Budget to increase the City Clerk Department budget by $2,600 for the purchase of four posting boards and materials to be installed at the approved designated posting locations by City staff.
The approximate cost of four posting boards is $2,364.45; an additional $235.55 is requested to cover installation materials.
