PRIOR ACTION/VOTE
On April 1, 2025, the Murrieta City Council accepted Encampment Resolution Funding from the County of Riverside for homeless services activities in the amount of $6,655,713.60; approved an agreement with Kingdom Causes, Inc. dba City Net; and amended the Fiscal Year (FY) 2024/25 Operating Budget (Vote: 5-0).

BACKGROUND
The City of Murrieta (City) has taken a leadership role within the Regional Homeless Alliance (RHA), a collaboration of four neighboring cities within Southwest Riverside County. At the April 1, 2025, City Council meeting, the City Council accepted grant funding from Riverside County for the Encampment Resolution Fund (ERF) for the Murrieta Creek Project and awarded an agreement for street outreach, navigation, and other homeless services. Overall, the grant award to the County from the State totals over $12 million, of which $6 million is directly awarded to the City of Murrieta for regional collaboration, services, and staffing. As part of the grant submission, the City of Murrieta requested funding for a homeless consultant to provide consulting and facilitation services for the implementation of the ERF grant funding to ensure it remains consistent with the Regional Homeless Alliance Assessment Report and Action Plan (Action Plan). The Murrieta City Council adopted the Action Plan at its September 27, 2024, meeting.
On February 13, 2025, the City released a Request for Proposals for qualified, experienced organizations to provide consulting and facilitation services under the ERF grant funding. On March 20, 2025, the City received six (6) proposals. City staff reviewed the proposals and determined that Homelessness Systems, Education, Design & Integration was the most qualified, responsive bidder due to overall experience, experience with the RHA and Action Plan, and understanding of the project. Homelessness Systems, Education, Design & Integration is headed by Susan Price. Ms. Price has extensive experience within the homelessness arena and is widely regarded as a leading expert. Working with Baker Tilly, Ms. Price was instrumental in drafting the Action Plan and presented its findings to each of the cities involved.
FISCAL IMPACT
Based on the cost proposal submitted, the total anticipated costs for this agreement is $150,640, for a twenty-six (26) month time period, with a contract termination date of June 30, 2027. Per the ERF grant terms, consulting services are an allowable expenditure. The ERF grant funding is available in job ledger 50174358. All costs will be covered through the ERF grant fund with no fiscal impact to the General Fund.
