Award a consultant services agreement to Willdan Engineering for as-needed fire inspection and plan review services;
Approve the three-year agreement in the amount of $240,000 per fiscal year for a total not to exceed $720,000; and
Authorize the City Manager to execute the agreement.

PRIOR ACTION/VOTE
On June 6, 2023, the Board of Directors of the Murrieta Fire District adopted Resolution No. 23-4671, approving the District’s Operating Budget for Fiscal Year 2023/24 and 2024/25
(Vote: 4-0-1).

BACKGROUND
The Murrieta Fire & Rescue Community Risk Reduction Division issued a Request for Qualifications (RFQ) in May 2024 for consulting services to retain qualified consultants to provide on-call, as-needed fire inspection and plan review services for compliance with the adopted version of the California Fire Code and all other State mandated ordinances and codes, including local amendments. The City does not have plans to retain an in-house Fire Plans Examiner for the immediate future and, therefore, requires an outside consultant to provide these services.
The Fire Department’s RFQ was posted on PlanetBids and the City’s website. The Community Risk Reduction Division received four (4) proposals from the following firms:
• BPR Consulting Group;
• Bureau Veritas;
• CSG Consultants; and
• Dennis Grub & Associates (a Willdan Engineering Company).
The statement of qualifications was reviewed and evaluated by a selection committee composed of Murrieta Fire & Rescue staff led by the Fire Marshal for the following criteria:
1. Responsiveness to the City’s RFQ;
2. Overall company qualifications and experience;
3. Knowledge of City, State, and Federal procedures;
4. Professional qualifications and technical capability of the consultant team;
5. Demonstration of a clear understanding of the scope of work and personnel resources; and
6. Quality of references.
The selection committee interviewed three of the proposers, and staff recommends two firms receive a contract: Willdan Engineering and CSG Consultants. The agreement with CSG Consultants is for up to $25,000 per year for three years and is being routed for approval since it is within the City Manager’s signature authority.
The proposed agreement is for a three-year term commencing on September 15, 2024, to the initial termination date of September 14, 2025, with two (2) one-year options to extend.
FISCAL IMPACT
The compensation for all services provided by Willdan Engineering shall not exceed $240,000 per year, with a total contract sum of $720,000 for a three-year commitment.
The Fire Department has budgeted funds for the cost of these services for the first year in the Fiscal Year 2024/25 Operating Budget in account number 1513590-60480. Funding for subsequent fiscal years of the proposed agreement will be addressed during the normal biennial budget process.
