PRIOR ACTION/VOTE
On December 15, 2020, the City Council adopted Resolution No. 20-4345, approving an agreement with American Emergency Products for emergency vehicle upfitting and vehicle electrical repair services (Vote: 4-0).
On June 6, 2023, the City Council approved Resolution No. 23-4671, adopting the City’s Operating Budget for Fiscal Years 2023/24 and 2024/25 (Vote: 4-0-1).
On Tuesday, April 16, 2024, the City Council approved the purchase and upfitting of three police vehicles from FY 2022/23 budget (Vote: 5-0).
CITY COUNCIL GOAL

BACKGROUND
In the approved Fiscal Year 2023/24 budget, the Murrieta Police Department (MPD) budgeted $550,000 for the purchase of new, and the replacement of, police vehicles. With this item, the Police Department requests authorization to purchase five (5) new police vehicles from Phil Long Ford dealership of Denver (Phil Long). Phil Long supplies Ford Explorers to the County of Riverside Sheriff’s Department and is a part of The Interlocal Purchasing System (TIPS), which is a government cooperative purchasing program (Attachments 1 & 2). Phil Long has confirmed they have five (5) 2024 Ford Explorer EcoBoosts that they will hold and ship to MPD. The MPD attempted to shop local for these vehicles, but no local dealerships were able to acquire these vehicles, including Paradise Chevrolet in Temecula.
Consistent with prior procurement of police vehicles, after purchase, the vehicles will be upfitted with essential policing equipment (Attachments 4 & 5) and door block-off plates (Attachment 6) from American Emergency Products (AEP) per the terms of our current agreement (Attachment 3). As such, staff further seeks to procure Police radios, laptops, Cradlepoint routers, and Automated External Defibrillators (AEDs). The radios will be purchased from Motorola (Attachment 7) through a cooperative purchasing agreement Sourcewell Contract RFP# 042021 (Attachment 8). The laptops will be purchased from Code-3 Technology (Attachment 9). The Cradlepoint routers will be purchased from CDCE, Inc. (Attachment 10). The AEDs will be purchased from American AED (Attachment 11).
On February 7, 2023, the City Council authorized MPD to purchase eight (8) police vehicles from 72-Hour LLC. and upfit them with American Emergency Products (AEP). After this approval, MPD ordered eight (8) 2023 Ford Explorer EcoBoosts from 72-Hour LLC. Unfortunately, due to a shortage and delay of Ford Explorer EcoBoosts, 72-Hour LLC. could only provide five (5) vehicles, and they will now be 2024 models instead of 2023. Due to the change in the model of these five (5) vehicles, the upfitting costs have also increased. The upfitting for the two (2) K9 units increased by $3,700.89 per vehicle and the three (3) patrol units increased by $2,750.82 per vehicle. This results in an additional $15,654.24 to upfit these five (5) vehicles.
In addition to the increased upfitting costs for the five (5) vehicles ordered using Fiscal Year 2022/23 budget, we now need to add Cradlepoint routers to every unit purchased. In April of 2023, our department entered into another five-year agreement with Axon for a variety of their products and services. This agreement included the purchase of Axon Fleet 3, their in-car video system, to be installed in our fleet of marked police vehicles. Part of the Fleet 3 system includes a Cradlepoint router in each vehicle, providing network connectivity to the cameras and allowing for evidentiary uploads and remote configuration capabilities. This recent agreement accounted for most of the marked police vehicles MPD has but did not account for future vehicle purchases. As such, MPD needs to ensure that our newly purchased police vehicles are all equipped with Cradlepoint routers to accommodate the installation of the Axon Fleet 3 in-car video system.
Section 3.08.295 of the Municipal Code authorizes the City to join with other public and quasi-public agencies in a cooperative purchasing program for the purchase of supplies, services, and/or equipment from a vendor at a price established by another public agency when the other public agency has made its purchase in a competitive manner. Police staff have confirmed that the above-requested procurements and associated agreements comply with the Municipal Code provisions.
Section 3.08.250 of the Municipal Code states that open market purchases shall, wherever possible, be based on at least three informal bids, and shall be awarded to the bidder offering the most advantageous bid to the City after consideration of price, quality, durability, servicing, delivery time, standardization, and other factors. Police staff have confirmed that the above-requested procurements of the laptops, cradlepoint routers, and AEDs comply with the Municipal Code provisions.

FISCAL IMPACT
Staff requests the City Council approve the purchase of five (5) police vehicles from Phil Long and upfitting from AEP using Fiscal Year 2023/24 Operating Budget account 1103120-71060 (vehicles). Staff also requests that the City Council approve the Murrieta Police Department to spend an additional $23,935.49 for the upfitting of the Fiscal Year 2022/23 ordered vehicles using available budget in the Fiscal Year 2023/24 Operating Budget account 1103120-71060 (vehicles).
