Award a contract to Hi-Top Roof, Inc. for the installation of a Silicone Roofing Application for the City of Murrieta City Hall Roof Repair Project, Capital Improvement Project (CIP) No. 10027, in the amount of $155,000, plus a fifteen percent (15%) contingency; and


Authorize the City Manager to execute the agreement and other related documents.

PRIOR ACTION/VOTE

On August 16, 2022, the City Council adopted Resolution No. 22-4601, approving the Fiscal Year 2022/23 Capital Improvement Plan (CIP) Budget and approving the Fiscal Years 2022/23 to 2026/27 Capital Improvement Plan (Vote: 5-0).

BACKGROUND

The City Hall roof is over 17 years old and shows signs of long-term wear and tear. Industry standards suggest replacing the roof every 12-20 years. Over the years, the rooftop has developed several leaks that become evident even during small weather events. In 2018, the City Council recognized that the roof was nearing the end of its life span and dedicated a Capital Improvement Project (CIP) to replace it. In Fiscal Year 2022/23, the City Council approved an appropriation of $202,000, to repair the City Hall roof (CIP No. 10027).

 

On January 28, 2025, the City publicly advertised a notice inviting bids for the installation of a Fluid-Applied Roofing (FAR) System for City Hall. This is a type of roof coating in which a liquid silicone membrane is applied directly onto an existing roof surface, creating a seamless, waterproof layer that protects the roof without requiring a complete removal and replacement.

 

A total of 17 potential bidders attended the pre-bid walk-through on February 13 and 18, 2025. On February 26, 2025, 14 vendors submitted bid proposals. For this type of project, the City is required to select “the lowest responsible bidder,” which in this case is Hi-Top Roof, Inc. Staff has reviewed Hi-Top Roof, Inc.'s license and insurance and found them to be in good standing. Therefore, staff recommends awarding a contract to Hi-Top Roof, Inc. The bids received ranged from $155,000 - $482,471.

The agreement with Hi-Top Roof, Inc. includes roofing services and the application of a fluid-applied silicone roofing system for an amount not to exceed $155,000, plus a 15% contingency,  bringing the total contract value to $186,000.

Funding is available in CIP No. 10027.
