PRIOR ACTION/VOTE
On June 20, 2023, the City Council adopted Resolution No. 23-4691, approving a Tentative Agreement for a Successor Memorandum of Understanding between the City of Murrieta and the Murrieta Firefighters Association for the period July 1, 2023, through June 30, 2026 (Vote: 4-0-1).

BACKGROUND
Most employees of the City of Murrieta (City) are represented by employee organizations and governed by a Memorandum of Understanding (MOU) between the City and their representative employee organization. The MOUs set forth compensation rates, benefits, and other terms and conditions of employment for represented employees. Through collective bargaining, the City regularly and routinely negotiates with the respective employee organizations to update those terms and conditions. All such items must be voted on and passed by a majority of the membership of each affected employee organization, known as ratification, and subsequently approved by the City Council before becoming effective. Once approved by the City Council, the terms of tentative agreements for successor MOUs are required to be memorialized in the successor MOU and brought back to the City Council for final approval per Section 3505.1 of the Meyers-Milias-Brown Act (MMBA). The previous MOU between the City and the Murrieta Firefighters Association (MFA), adopted by City Council Resolution No. 19-4097, covered the period July 1, 2019, through June 30, 2023. MFA currently represents 54 City employees, including 22 Firefighter/Paramedics, 16 Fire Engineers, and 16 Fire Captains.
The City and MFA representatives met and conferred in good faith in 2023 and came to a Tentative Agreement on a fair and equitable package of total compensation for a successor MFA MOU for the period July 1, 2023, through June 30, 2026. The members of the MFA voted to ratify the Tentative Agreement, and the City Council approved the Tentative Agreement on June 20, 2023, per Resolution No. 23-4691.
Pursuant to MMBA section 3505.1, the labor representatives of the City and MFA subsequently met, conferred, and mutually prepared a written successor MFA MOU 2023-26 in accordance with the Tentative Agreement deal points approved by the City Council on June 20, 2023. Staff has prepared a Resolution No. 25-4833 (Attachment No. 1), which includes a fully executed copy of the successor MFA MOU for the period July 1, 2023, through June 30, 2026, which remains subject to final City Council approval, adoption, and implementation.
FISCAL IMPACT
The projected fiscal impact for the MFA MOU 2023-26 three (3) year term, which includes Fiscal Years (FY) 2023/24, 2024/25, and 2025/26, is $5,712,677. A budget adjustment for FY 2023/24 and FY 2024/25 was included in the mid-year budget update for last year based on the previously approved Tentative Agreement for a successor MFA MOU 2023-26. The fiscal impact for FY 2025/26 will be included in the next proposed biennial budget in 2025 and is estimated to be $2,491,149.
