CITY COUNCIL GOAL
Coordinate and deliver responsive, effective community services.

BACKGROUND
Special Projects, Construction, and Capital Improvement Plan Update

Library Expansion:
* Bid package published 6/13/25, bids due 7/14/25
* Completed mandatory bidder pre-bid job walk on 6/30/25
* Targeting August 19 for Council approval
* Goal is to break ground on construction by August/September 2025
Town Square Parking Lot & Monument:
* Taking Notice of Completion to Council in July.

Tot Lot Replacement Project, Phase 1, Gametime Equipment Sites:
* Taking Notice of Completion to Council in July.

Glen Arbor Dog Park:
* Taking request to increase contingency to 25% to Council on July 15. Unforeseen issues have resulted in larger than expected change orders.
* All grading is completed. Walkways have been poured.
* The dog park area is mainly complete.
* Construction phased to move back to top of slope.
* Driveways and parking lots to be completed by end of July.

Los Alamos Hills Sports Park EV Charging Station:
* Design and construction of 9 head charging station being completed and paid for by SCE Charge Ready Program.
* SCE Meter Pedestal construction completed.
* All construction (to be done by SCE contractor) on the City side of meter to be done starting July 14.
* Once improvements are made and power is supplied to switchgear, then the City will have our contractor install the EV chargers on SCE constructed pads and run wiring.
* Anticipate the chargers will be online by October 2025.

Los Alamos Hills Sports Park EV Charging Station:
* Design and construction of 9 head charging station being completed and paid for by SCE Charge Ready Program.

Firefighters Park Pickleball Courts:
* The final design has been signed by City Engineer & approved by B&S.
* The decision on construction will take place once final costs for Alderwood are determined.

Alderwood Pickleball Courts:
* Final plans submitted.
* Once plans are completed, then Job Order Contracting (JOC) through a co-op purchasing will be used to develop a proposal for construction.
* The construction contract will need Council approval due to cost (July/August).
* Anticipate construction to begin by Sep/Oct 2025.

Cal Oaks Tennis Court Lighting:
* The City Council awarded the project on May 5, 2025; PO has been issued to contractor.
* There is a 6-8-week lead time on fixtures. Anticipate construction to begin in July and take four weeks.

Cal Oaks Skate Park Improvements:
* Engaging design team for following improvements to make skate park more inviting: LED lights with dimming, remove black fencing, repair retaining walls and add course of CMU, install new fencing in some sections, install graffiti resistant paint to vertical wall surfaces.
* The goal is to have improvement plans done by Fall 2025.


Community Center Tennis Court Lighting:
* On hold until fixtures for Cal Oaks Tennis Courts are selected by lighting design consultant so consistent fixtures will be used at both locations.
* Anticipate installation of new lights by September 2025.


Parks and Recreation Master Plan Update and Trails Master Plan Update

* Both Master Plan documents were adopted by City Council at their June 3, 2025 Council Meeting. Council has directed staff to coordinate with the City Manager's Office to identify short, medium, and long term goals based on the documents' recommendations.


Parks Maintenance - Repairs, Inspections, Miscellaneous

* Los Alamos Hills Sports Park - all soccer field renovations are underway, and fields are growing. Fields will be ready for opening on August 1.
o Renovations are underway for the football and baseball field. Over seeding and top dressing done on June 16.
* Rancho Acacia Parks- field renovations are in progress, growing, and will be ready for opening on August 31.
* Copper Canyon Park - baseball field #2 renovation is complete, field is growing.
* Alta Murrieta Sports Park - football field renovation is underway, growing, and will be ready for opening on August 1. Baseball field renovation is pending.
* Cal Oaks Sports Park - softball field renovation is underway. Soft renovation started on June 17.
* Maintenance is working towards replacing the damaged basketball court rims at Cal Oaks Sports Park.
* B Street Station Park pickleball courts have been repainted and all cracks have been sealed.
* A police report has been filed relating to the vandalism at the Equestrian Park buildings and repairs are underway.
* Recreation and Maintenance staff are working with Information Technology (IT) to install cameras at Cal Oaks Sports Park and Torrey Pines Park.
