Approve the First Amendment to the Agreement with CivicPlus and authorize the City Manager to execute the Agreement and related documents;

 

Approve one-time service fees in the amount of $6,578 and an annual software fee of $12,133.80 in year two, for a total contract amount not to exceed $18,711.80; and

 

Amend the IT Operating Budget for Fiscal Years (FY) 2023/24 and 2024/25 to cover the cost of this agreement.

PRIOR ACTION/VOTE

On November 20, 2018, the City Council adopted Resolution No. 18-3999, authorizing an agreement with CivicPlus for website development services, and authorized the City Manager to execute all related documents on behalf of the City (Vote: 4-0-1).

 

CITY COUNCIL GOAL

Maintain a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency.

 

BACKGROUND

On November 20, 2018, the City Council authorized an agreement with CivicPlus to design and host the City of Murrieta’s (City) website. The original agreement term was for 60 months with an auto-renewal clause. The agreement was extended for one year in November 2023, using the existing auto-renewal clause. The current term ends on November 8, 2024.

The proposed First Amendment will add the Monsido platform, a website accessibility and optimization solution. With Monsido, the City can monitor and improve website accessibility, content quality, search engine optimization (SEO), data privacy, and performance. Monsido will help the City meet modern website standards that comply with Web Content Accessibility Guidelines (WCAG) and web accessibility legislation such as the Americans with Disabilities Act (ADA). The intuitive web governance platform scans the content and provides recommendations on how to fix these efficiently if needed.

Later this year, staff will prepare a new agreement for the City Council to consider extending the agreement with CivicPlus beyond November 8, 2024.

 

FISCAL IMPACT

The total cost related to the amendment is $18,711.80. An additional appropriation of $6,578.00 from the Unassigned Fund Balance is requested for the one-time fees in FY 2023/24 in account code 7268340-62160. A budget appropriation is also requested to establish an expenditure budget of $12,133.80 in account 7268340-62160 to cover Fiscal Year 2024/25 costs. The following year of the agreement will be budgeted in an upcoming biennial budget.
