RECOMMENDATION

Award the construction contract for the Temporary Modular Living Quarters Fire Station 1 in association with CIP No. 21037, to CSLM Construction Inc. in the amount of $217,822.74;


Authorize a fifteen percent (15%) construction contingency of $32,673.41;


Authorize the Director of Municipal Services and/or designee to approve contract change orders not to exceed fifteen percent (15%) of the contract amount; and


Authorize the City Manager to execute the construction contract and other documents necessary to facilitate the purchase of the Temporary Modular Living Quarters for Fire Station 1.

PRIOR ACTION/VOTE

On June 3, 2025, the City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Years 2025/26 to 2029/30 Capital Improvement Plan, which included the Fire Station 1 Living Quarters Improvement Project, CIP No. 21037 (Vote 5-0).

 

On July 1, 2025, the City Council approved a purchase order with TR Design Group, Inc., in the amount of $174,129, plus a 15% contingency, to perform architectural and consultant design services related to the Fire Station 1 Living Quarters Improvement Project, CIP No. 21037 (Vote 4-0-1).

DISCUSSION

Murrieta Fire & Rescue (MFR) Station 1 requires renovations to address aging infrastructure and deferred maintenance impacting both the interior and exterior of the living quarters section of the facility. The existing layout does not maximize utilization of the current space and must be made ready to accommodate female personnel by having private showers and sleeping quarters.

The station will soon undergo an extensive remodel of the living quarters, requiring the need for temporary accommodation and relocation of assigned MFR personnel during construction. After evaluating available alternatives, staff has deemed that the most efficient and cost-effective solution is the purchase of temporary modular housing. The proposed modular unit provides an economical, architecturally appropriate, and fully functional solution that meets operational needs. Additionally, the unit is portable and is intended to be redeployed in a similar capacity when other fire stations are renovated in the coming years, thereby maximizing long-term value to MFR and the City of Murrieta (City).

To maintain uninterrupted fire protection services during the renovation, the temporary modular living quarters will be installed at a designated secure location on the Fire Station No. 1 site. The modular unit will provide essential sleeping, kitchen, restroom, and support facilities, allowing assigned firefighters to remain housed at the station throughout construction. Utilizing temporary modular housing ensures that emergency response times and service coverage will not be impacted during the renovation period while critical infrastructure improvements are completed safely and efficiently.

The City received four proposals in response to its solicitation for temporary modular living quarters. Following a comprehensive evaluation, staff recommends awarding the construction contract to CSLM Construction, Inc. CSLM demonstrated the ability to provide a high-quality modular unit that meets the City’s functional and operational needs at a significantly lower cost than competing proposals, representing the best overall value to the City.

CSLM has extensive experience providing modular living facilities to numerous public agencies throughout Southern California, statewide, and across the Southwest.

FISCAL IMPACT

The construction contract amount to be awarded is $217,822, plus an additional 15% construction contingency of $32,673.30, for a total of $250,495.30. All necessary funding is currently available in CIP No. 21037.
