ABSTRACT
This item requests authorization of purchase orders for several on-call consultants, including Michael Baker International, Inc.; HR Green Pacific, Inc.; Accenture Infrastructure and Capital Projects, LLC; and Rick Engineering Company. These consultants provide specialized services, including plan check, land development review, inspection, and traffic engineering. Continued use of these on-call consultants allows the City to efficiently deliver projects and maintain timely development review. Approval of the requested authorizations will ensure continuity of service.

Approve a purchase order with Michael Baker International, Inc., for On-Call Plan Check
services for fiscal year 2026/27 for an amount not to exceed $470,000 from the Engineering General Fund;
Approve a purchase order with Michael Baker International, Inc., for On-Call Land Development Review services for fiscal year 2026/27 for an amount not to exceed $80,000 from the Engineering General Fund; and
Approve a purchase order with HR Green Pacific, Inc. for On-Call Plan Check services for fiscal year 2026/27 for an amount not to exceed $250,000 from the Engineering General Fund; and
Approve a purchase order with Accenture Infrastructure and Capital Projects, LLC for On-Call Storm Water Pollution Prevention Program (SWPPP) and Inspection services for fiscal year 2026/27 for an amount not to exceed $500,000 from the Engineering General Fund; and
Approve a purchase order with Accenture Infrastructure and Capital Projects, LLC for On-Call National Pollutant Discharge Elimination System (NPDES) services for fiscal year 2026/27 for an amount not to exceed $130,000 from the Engineering General Fund; and
Approve a purchase order with Rick Engineering Company for On-Call Traffic Engineering services for fiscal year 2026/27 for an amount not to exceed $144,900 from the Engineering General Fund;
Approve a purchase order with Rick Engineering Company for On-Call Traffic Engineering consultant services for Fiscal Year 2026/27, for an amount not to exceed $238,870, with $73,865 from Capital Improvement Plan project No. 13074, $73,865 from Capital Improvement Plan project No. 13077, $73,865 from Capital Improvement Plan project No. 13078, and $17,275 from Capital Improvement Plan project 13079; and
Authorize the City Manager to execute the purchase orders on behalf of the City.

PRIOR ACTION/VOTE
On June 20, 2023, the City Council authorized entering into Agreements for miscellaneous on-call consulting services that included Michael Baker International, Inc., HR Green Pacific, Inc., Accenture Infrastructure and Capital Projects, LLC, and Rick Engineering Company (Vote: 4-0).
On June 17, 2025, a first amendment to the June 20, 2023, on-call agreement with Anser Advisory Management, LLC was issued to reflect the company’s formal name change to Accenture Infrastructure and Capital Projects, LLC.
STRATEGIC ALIGNMENT
This item aligns with the City Council goal of: maintaining a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency relating to priority Tier 1.
DISCUSSION
On June 20, 2023, the City Council approved on-call agreements for engineering plan check, land development review, public works and storm water pollution prevention plan (SWPPP) and inspection, National Pollutant Discharge Elimination Systems (NPDES) inspection, and traffic engineering services with Michael Baker International, Inc. (MBI), HR Green Pacific, Inc. (HR Green), Accenture Infrastructure and Capital Projects, LLC (Accenture), and Rick Engineering Company (REC). These companies have been providing ongoing engineering services under the current on-call agreements.
New purchase orders (POs) are necessary to continue services in the upcoming fiscal year (FY) 2026/27 to supplement current staffing. The POs are listed below by consultant and service type, along with the PO amount based on trend analysis and projected services for FY 2026/27. The Rick Engineering Company POs are based on the proposals, which are included as attachments herein. A summary of the POs is as follows:
