DISCUSSION
California Government Code Section 37354 authorizes the City Council to accept gifts made to the City of Murrieta. The Murrieta Public Library receives various donations throughout the year to support special events, programming, and capital improvement projects. There is one current donation to be accepted for the Children’s Library Expansion Project:

The mission of the Friends of the Murrieta Library is to support the Murrieta Public Library through fundraising, advocacy, and volunteerism, and to promote awareness of and support for the Library. Thanks to the hard work of their store volunteers, they have raised a substantial sum of money for the Children's Library Expansion Project. They continue to work towards raising additional funds, with the goal of contributing to the Furniture, Fixtures, and Equipment (FF&E) needed for the new Children’s Area once construction is complete.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.
FISCAL IMPACT
The total fiscal impact of accepting the donation is $120,000 in revenue. A budget was established in the Fiscal Year 2025/26 Operating Budget, GL 3110050-47702, to account for anticipated donations.
The funding strategy approved by the City Council for the overall Library expansion project budget included fundraising $388,400 toward the project cost. To date, including this $120,000 contribution from the Friends of the Library, a total of approximately $395,000 has been raised. This includes an anticipated $135,000 contribution from the Murrieta Public Library Foundation, largely raised through a community fundraising campaign; a $100,000 grant from the Western Municipal Water District, which includes $25,000 from both Elsinore Valley Water District and Rancho California Water District; and up to $40,000 from the Metropolitan Water District through a rebate program for removal of the turf in the Carol Carson Garden of Verses and replacement with water-wise landscaping.
