Approve the Agreement for Project Management Services for the Keller Road at I-215 Interchange project, CIP No. 8449, with PrimeLine Civil Engineering, Inc., in the amount of $425,984.00;
Authorize a ten percent (10%) engineering design contingency of $42,598.40; and
Authorize the City Manager to execute the Agreement with PrimeLine Civil Engineering, Inc. and amendments to the Agreement not to exceed ten percent .

PRIOR ACTION/VOTE
On June 3, 2025, the City Council adopted Resolution No. 25-4836, approving the Capital Improvement Plan budget for Fiscal Year 2024/25, and the Fiscal Year 2024/2025 to 2028/29 Capital Improvement Plan, which included the Keller Road at I-215 Interchange project, CIP No. 8449 (Vote: 5-0).
On August 15, 2023, the City Council approved an agreement for project management services to support the project approval/environmental document (PA/ED) with Southstar Engineering & Consulting, Inc.

Plan, program and create infrastructure development.
DISCUSSION
The Keller Road at I-215 Interchange project, CIP 8449, is a top City infrastructure priority. It proposes to construct a new interchange one (1) mile south of the existing Scott Road interchange on Interstate 215.
The City hired Southstar Engineering Inc. on August 15, 2023, to provide project management services to support the City with the Project Approval/Environmental Document (PA/ED) and the Plans, Specifications, and Estimate (PS&E)/Design Phases. The City chose Southstar Engineering, with Mr. Jason Bennecke as the lead assigned personnel, to manage the project due to his successful delivery of similar Caltrans projects on the interstate system and his extensive experience in project management, working for both Caltrans and in the private sector, including with Southstar. Mr. Bennecke has a strong working relationship with the current Planning management staff at Caltrans and is familiar with many of the staff from his time working at Caltrans District 8 in San Bernardino.
Mr. Bennecke informed City staff that he is starting his own consulting firm in 2026, and would like to continue providing project management services for the Keller Road Interchange project when the term of the Southstar Engineering Inc., agreement concludes in early 2026. The Public Works/Engineering Department would like to engage Mr. Bennecke’s new firm, PrimeLine Civil Engineering, Inc., to provide project management and oversight of the consultants currently completing the remaining steps to obtain approval of the Final Environmental Document (FED); the 100% Preliminary Study and Engineering (PS&E) design phase; Design Certification; Right-of-Way & Environmental Certifications, ultimately, leading to construction of the Keller Interchange targeted to begin in 2027. Examples of additional elements Mr. Bennecke will oversee in his role include utility coordination, the selection process for a construction manager, a contractor pre-qualification process, the construction bid process, and oversight as project manager (owner’s representative) on behalf of the City during construction.
FISCAL IMPACT
Funding in the amount of $425,984.00, plus a ten percent (10%) contingency of $42,598.40, for a total of $468, 582.40, is available in CIP No. 8449. Additionally, project management services are eligible for reimbursement from the TUMF program, as this is an eligible expense.
