PRIOR ACTION/VOTE
On June 20, 2023, City Council authorized and executed an on-call agreement with Michael Baker International to provide civil design services for various Capital Improvement Projects (Vote: 4-0).
On June 3, 2025, City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Years 2025/26 to 2029/30 Capital Improvement Plan which included the Whitewood Road Widening Project, CIP No. 8389 (Vote: 5-0).
CITY COUNCIL GOAL
Plan, program and create infrastructure development.
BACKGROUND
The Whitewood Road Widening Project (Project), CIP No. 8389, is between Hunter Road and 300 feet south of Clinton Keith Road and is approximately 0.85 miles in length. The Project involves widening the east half of the roadway to its ultimate width. Currently, Whitewood Road has two (2) lanes in the southbound direction and one lane in the northbound direction, with an unpaved shoulder on the east side. The purpose of this Project is to alleviate congestion, improve traffic circulation, and create a safer path of travel for both bicyclists and pedestrians by constructing the roadway to its ultimate major classification, four-lane section. The project also includes widening asphalt and installation of curb and gutter, sidewalks, streetlights, storm drain improvements, water quality devices, signing and striping, and other ancillary improvements. This project will adjoin and complement similar frontage improvements recently completed by private development at the southeast corner of Clinton Keith and Whitewood roads, which is why this project area will end 300 feet south of Clinton Keith Road.
Michael Baker International (MBI) provided the City with a proposal for environmental and engineering design services necessary to prepare the environmental documents and plans, specifications, and estimates (PS&E) to bid the project. MBI is one of the City's on-call consultants and will perform services within the terms of their existing on-call agreement. The scope of work outlined in MBI's proposal includes the following:
* Project management, coordination, and meetings;
* Records research and field investigation;
* Utility research and coordination;
* Survey and topography;
* Environmental and cultural:
o Project Initiation and Project Description,
o Technical and Focused Studies,
o Aquatic Resource Delineation,
o Joint Project Review (JPR),
o Determination of Biological Equivalent or Superior Preservations (DBESP),
o Environmental Checklist Application,
o Public Hearings, and
o Multiple Species Habitat Conservation Plan (MSHCP) Minor Amendment;
* Hydrology and hydraulic reports;
* Water Quality Management Plan (WQMP) with Green Streets compliance;
* Storm Water Pollution Prevention Plan (SWPPP);
* Geotechnical investigation;
* Final improvement plans (in addition to milestone submissions at 30%, 60% and 90%); and
* Project Specifications and Engineer's Estimate.
MBI recommends using a categorical exemption in accordance with California Environmental Quality Act (CEQA). An MSHCP minor amendment may also be needed in order to correct the MSHCP approved covered road alignment.
A Request for Proposal was sent to MBI in February 2025. After several discussions, a final scope and fee was submitted in the amount not to exceed $411,100. Staff has determined that this price is in line with other projects of similar scope and recommends that a purchase order for professional engineering design services with MBI be approved.
Design is expected to be completed by January 2027, with construction occurring in the summer 2027.
FISCAL IMPACT
Funding in the amount of $452,210, which includes a ten (10%) percent contingency is available in CIP No. 8389.
