DISCUSSION
The construction contract to replace the emergency generator at Murrieta Fire Station 3 was originally awarded to Capital Construction on June 17, 2025, to ensure compliance with Assembly Bill 944 and current regulatory standards, including California Air Resources Board (CARB) requirements. The contract recognized that Air Quality Management District (AQMD) fees and permit costs would be addressed once that amount was known. Additionally, during construction, unforeseen costs arose for removal of the existing generator foundation. The cost for these items totals $11,058.73. In addition to approving funding for these costs, staff also recommends adding a 15% construction contingency on top of the new contract amount to allow staff to administratively address any further unforeseen conditions and help ensure the project is completed on time and within budget.
The contract amendment also includes an eight (8) month extension to the contract term due to the generator fabrication timeline and installation period.
Replacing the emergency generator is critical to maintaining Fire Station 3’s operational readiness, supporting essential systems such as communications, emergency alerts, and security features. This contract amendment will ensure the station remains fully operational and the City’s primary response area continues to be effectively served.
FISCAL IMPACT
The construction contract with Capital Construction, Inc. will increase by $11,058.73 to $123,173.73, with an allowance for an additional 15% contingency of $18,476.06 for a total project amount of $141,649.79.
Funding for the additional $29,534.79 is available in the Fiscal Year 2025/26 Operating Budget in General Ledger Account 1113520-71030 to be allocated for this Project.
