ABSTRACT
This item seeks City Council approval of Amendment No. 2 to the Agreement with Priority Building Services, Inc., to add janitorial services for the Copper Canyon Recreation Building and the Town Square Park Dressing Room, and to increase the annual not-to-exceed amount accordingly.

PRIOR ACTION/VOTE
On November 16, 2021, the City Council adopted Resolution No. 21-4493, authorizing the City to enter into an agreement with Priority Building Services, Inc. for citywide janitorial services (Vote: 5-0).
STRATEGIC ALIGNMENT
The City Council’s goal of coordinatingand delivering responsive, effective community services is associated with this administrative priority.
DISCUSSION
The City of Murrieta (City) currently contracts with Priority Building Services, Inc. (Priority) for most citywide janitorial services under an agreement approved by the City Council on November 16, 2021. Since that time, the Town Square Park Dressing Room has been added to the City’s inventory of facilities that require ongoing janitorial services to support public use and community programming. Additional programming at Copper Canyon Recreation Building also requires a new, higher level of service.
The Municipal Services and Community Services Departments have coordinated with Priority Building Services to develop detailed scopes of work and cost estimates for both facilities, consistent with the service standards and pricing structure of the existing agreement. The Municipal Services Department previously approved Amendment No. 1 to the Agreement in FY 2023/24. The proposed Amendment No. 2 incorporates these two facilities into the Agreement’s Scope of Services and adjusts the annual not-to-exceed amount accordingly. All other terms and conditions of the Agreement remain unchanged.
Approval of Amendment No. 2 will ensure that both facilities receive routine and reliable janitorial services and will align their maintenance needs with the City’s consolidated citywide janitorial services contract.
PUBLIC NOTICING
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly.
FISCAL IMPACT
Amendment No. 2 increases the annual not-to-exceed amount of the Agreement with Priority Building Services, Inc. by $6,600 annually to incorporate janitorial services for the Copper Canyon Recreation Building and the Town Square Park Dressing Room. The additional annual cost will be funded through the Building Maintenance account across the Community Services Recreation operating budget (1715144-62000). No additional appropriations are required at this time.
Copper Canyon Park Recreation Building: $350/month for once a week service = $4,200/year
Town Square Park Dressing Room: $200/month for once a month service = $2,400/year
