PRIOR ACTION/VOTE
On June 20, 2023, the City Council adopted Resolution No. 23-4692, approving a Tentative Agreement for a Successor Memorandum of Understanding between the City of Murrieta and the Murrieta Fire Management Association for the Period July 1, 2023, through June 30, 2026 (Vote: 4-0-1).

BACKGROUND
Most employees of the City of Murrieta (City) are represented by employee organizations and governed by a Memorandum of Understanding (MOU) between the City and their representative employee organization setting forth compensation, benefits, and other terms and conditions of employment for those represented employees. Through collective bargaining, the City regularly and routinely negotiates with the respective employee organizations to update those terms and conditions. All such items must be voted on and passed by a majority of the membership of each affected employee organization, known as ratification, and subsequently approved by the City Council before becoming effective. Once approved by the City Council, the terms of tentative agreements for successor MOUs are required to be memorialized in the successor MOU and brought back to the City Council for final approval per Section 3505.1 of the Meyers-Milias-Brown Act (MMBA).The previous MOU between the City and the Murrieta Fire Management Association (MFMA), adopted by City Council Resolution No. 19-4098, covered the period July 1, 2019, through June 30, 2023. MFMA currently represents four (4) sworn public safety City employees, including three (3) Fire Battalion Chiefs, and the Fire Division Chief.
The City and MFMA representatives met and conferred in good faith in 2023 and came to a Tentative Agreement on a fair and equitable package of total compensation for a successor MFMA MOU for the period July 1, 2023, through June 30, 2026. The members of the MFMA voted to ratify the Tentative Agreement, and the City Council approved the Tentative Agreement on June 20, 2023, per Resolution No. 23-4692.
Pursuant to MMBA section 3505.1, the labor representatives of the City and MFMA subsequently met, conferred, and mutually prepared a written successor MFMA MOU 2023-26, in accordance with the Tentative Agreement deal points approved by the City Council on June 20, 2023. Staff has prepared a Resolution (Attachment 1), which includes a fully executed copy of the successor MFMA MOU for the period July 1, 2023, through June 30, 2026, which remains subject to final City Council approval, adoption, and implementation.
FISCAL IMPACT
The fiscal impact of the MFMA MOU 2023-26 three (3) year term, which includes Fiscal Years (FY) 2023/24, 2024/25, and 2025/26, is $865,737. A budget adjustment for FY 2023/24 and FY 2024/25 was included in the mid-year budget update last year based upon the previously approved Tentative Agreement for the successor MFMA MOU 2023-26. The fiscal impact for FY 2025/26 will be included in the next proposed biennial budget in 2025 and is estimated to be $369,419.
