CITY COUNCIL GOAL

Coordinate and deliver responsive, effective community services.

BACKGROUND

The Bulletin Board, Handouts, and Petitioning Policy outlines the guidelines for the posting and distribution of community information materials within the Murrieta Public Library. The policy ensures that use of Library bulletin boards and brochure racks supports the Library’s mission to provide educational, cultural, and civic information to the community while maintaining a safe, neutral, and welcoming environment for all patrons.

The policy also establishes procedures for:

•                     Submitting materials for posting or distribution.

•                     Ensuring equitable access to limited display space.

•                     Clarifying prohibited content.

•                     Managing expressive activity such as petitions consistent with First Amendment principles.

The last revision occurred in 2022. A review was conducted this year in coordination with the City Attorney’s Office to ensure that the policy remains compliant with applicable constitutional standards governing public spaces and that the language reflects current best practices for libraries as limited public forums.

FISCAL IMPACT

There is no fiscal impact associated with the action.
