CITY COUNCIL GOAL
Provide a high level of innovative public safety.

BACKGROUND
The State of California Department of Justice (DOJ), Bureau of Forensic Services (BFS), founded in 1972, supports local law enforcement agencies, including the Murrieta Police Department with analysis of urine, blood, or breath evidence. The Alcohol/Toxicology program provides alcohol and/or drug analysis of urine, blood, or breath evidence. The analysts in this program also provide expert testimony regarding their findings.

The BFS is a modern, state-of-the-art system that holds national accreditation for forensic testing. It covers 46 of the State's 58 counties and operates 10 regional crime laboratories. Forensic scientists at these labs gather, analyze, interpret, and compare physical evidence from crime investigations.

Due to its established role as a State-accredited provider of forensic services with comprehensive capabilities across multiple disciplines, the Police Department has no other option than to use the DOJ BFS for analyzing these samples.

Per Section 3.08.280(G) of the Murrieta Municipal Code, the City Manager is authorized to enter into contracts for personal services, for professional and consulting services, and for other contractual services without observing the bidding procedure provided in this chapter when the City Council finds that adherence to the procedures in this chapter would be inefficient, impractical and unnecessary.
